A nonprofit "social impact racquet center," PT&E manages the city-owned St. Johns Racquet Center and pairs tuition-free tennis with tutoring, group instruction and life-skills support for K-12 youth. It was founded in 1996 as Portland After-School Tennis (PAST) by Dr. Ernest Hartzog, then Assistant Superintendent of Portland Public Schools; PT&E began leasing the St. Johns Racquet Center in 2009 and assumed full facility management by 2012. Per the organization, it has "empowered more than 18,000 youth" since 1996; of its roughly 75 currently enrolled K-12 students, "91% are students of color, 83% speak more than one language, and all qualify for Free & Reduced Lunch." Paid-program revenue funds the free youth programming.
